I followed your instructions for High Sierra och that worked fine (probably because that application still is active in AppStore 18/2-2020). (Now I need the older version because my computer is too old and incompatible with High Sierra).
But, Sierra is not active on Appstore now, and the version that is up for grabs through the link you posted (https://support.apple.com/en-us/HT208202), is a .dmg file.
Yeah, it worked to open the .dmg, and then run the .pkg, to get "Install MacOS Sierra" in to AppStore.
But, the command line posted above, unfortunately, doesn't work.
I've tried ob two different computers and with two different USB sticks. Both Formatted to "Journal" and named it right "SierraBootInstall" on desktop with space to spare.
Here is the error message:
