Apple knows that the java update in the SU this week broke more than a few banking sites (my own 401-K site, for example). The beta is a FC and they want all feedback within a week, so they appear to be hurrying this one out the door.
It will help all browsers that use the OSX Java kernel.
Don't know about MSIE, but Safari and virtually everything else should get a NICE boost from this update with those java sites that were always dog slow from a Mac.
