There actually is a way to set a custom constrain ratio in iPhoto:

1.) Preferences->Double-Clicking photos opens them in: Separate Window

2.) Double click a photo

3.) Open the toolbar in the new window that appears by pressing the elongated button on the top right of the window.

4.) There it is...Enter your proportions in the empty boxes and crop.
